Policy is the rules of engagement for politics, a war by other means. 

Policy engagement is best described as the level of interest an individual or group has in a topic concerning the public interest.

Policy engagement is determined by the response to rhetoric, which is simply emotional manipulation, and by the rubric, which is to say, a counterpoint to the general mood of the public. 

What I mean by this is that you can say the most horrible things, but it’s all determined by the visceral response that you, an orator, are able to prompt in an individual using volume, body language. Meaning at one of the spectrum you can have Alex Jones, and at the other, Julius Cesar or Jean D’Ark or Elon Tesla, or really, Amy good public speaker.
